Update from the Chair

As a result of the 2018 Local Governance Review of the Parish Councils under Eastleigh Borough Council, Old Netley will move from Hound to Bursledon Parish Council. This includes the King George V Playing Field on Pound Road and all houses, including the new housing developments on Jurd Way, the old car boot site and Berry Farm. This will come into effect on the 1st April 2019.
 
As a result of this decision, it has meant that Hound Parish Councillors have had to make some tough decisions after losing 16% of our budget which equates to £48,840.84 from our Precept for the 2019-2020 year.
 
The Council have been on an efficiency drive since the current Clerk was appointed in November 2016 and have made savings of just under £100k to the end of December 2018. While this has been a great effort and has been achieved while putting on some new events and also improving/increasing the size of the previous events; the loss of the Precept this year has meant that some further tough decisions had to be made.
 
Therefore, at January’s Council meeting, Councillors voted for the following:
 
  • To make 1 of the Groundsteam redundant
  • To permanently close the public toilets at Abbey Hall
  • To no longer subsidise the cost for the local PCSO which all Parish Councils have done for a number of years (most Parishes have voted to do the same)
  • Cancel the hanging flower baskets for 2019
  • Raise the Precept by 7.5% for 2019-2020
 
So what does the Precept increase equate to?
 
This means that each Band D household’s Precept will increase by £9.75 per year or 19p each week. If you live in a Band C, B or A household the increase will be less and for Band E, F, G or H it will be more.
With this raise, it still leaves HPC with a loss of £26.5k against this years (2018-2019) Precept. 
 
We appreciate that not everyone will agree with the decisions that have been made or may have further questions on them. Therefore, we are holding a Community Engagement Evening on Monday 11th February at Hound Parish Hall, Woolston Road, Butlocks Heath, SO31 5FR starting at 7pm. Everyone is welcome to attend.
We had invited the Chief Executive, Nick Tustian and the Leader, Keith House of Eastleigh Borough Council. However, we have received apologies from them both.

ROYAL BRITISH LEGION NETLEY & HAMBLE BRANCH

The branch Committee decided some time ago that upon the Club
demolition the Flagpole and Royal British Legion Plaque fixed to the
entrance wall would be preserved & relocated permanently. We had
reports that someone, a concerned member perhaps other than a
Committee member had been regularly visiting the site and it
appears may have removed the Plaque without RBL authorisation.

Details of this removal are listed below

The RBL Plaque affixed to the RBL Station Road Clubhouse front
entrance has been removed from the demolition site on or about
20th/21st August without Site or RBL permission. The RBL had
arranged with both Site Owners and Demolition company to collect
the heavy Plaque on Monday 20th August & our RBL three man team
arrived by arrangement on site p.m. Tuesday 21st August to discover
the plaque had been taken overnight. Will the person or persons
responsible for the removal please return the Plaque to the Owners,
RBL Netley & Hamble branch who have arranged its permanent
re-dedication at premises within the Netley and Hamble area.

Interested in running Citizens Advice Eastleigh?

At Citizens Advice Eastleigh, we are looking for a volunteer to help lead our
charity, as part of our Board of Trustees. We are looking for people who can
consider the big picture and who have good independent judgement and
useful knowledge and skills.

You might run a small business or have useful knowledge and skills gained from your work
or personal life that you would like to share.

Citizens Advice Eastleigh is a small charity that provides information and advice to help
people resolve their problems, including benefits, debt, employment, and housing. We
provide free and independent advice to help people solve the difficulties they face, and
improve the policies and practices that affect peoples’ lives. We offer specialist debt and
welfare benefit advice, and ‘Pension Wise’ services. We help over 3,500 people with over
8,000 problems every year.

Citizens Advice Eastleigh is a member of the national Citizens Advice charity. This means we
have access to the services, resources and support provided by national Citizens Advice but
as an independent charity, we are responsible for running our own affairs within agreed
standards. We have 12 staff and 36 volunteers, a budget of approx. £260,000 and have one
main office in the town centre and three outreach locations.

You will need to:
  • be available to attend at least four evening meetings each year
  • have a willingness to work as a team
  • actively participate in discussions that relate to the running of the organisation
  • act in the interests of Citizens Advice Eastleigh and that of its staff and clients.

We welcome applications from all sections of the community to help us achieve a diverse
trustee board that reflects our clients and communities.

You do not need experience of working or volunteering with Citizens Advice. We are looking
for people with a wide variety of skills and a diversity of background and experiences.
The post of trustee is a voluntary one but all reasonable expenses are reimbursed. The role
gives you a great deal of experience and satisfaction, the opportunity to develop your skills
and utilise your expertise and knowledge.
