Engagement Session

We are looking at the possibility of redeveloping both Abbey and Hound Parish Halls in the future and wish to present our early concept design and ideas. 

Due to the current social distancing restrictions, we are holding 3 online engagement sessions which we are aiming to be a two way process, by which we want to get our information to you all and we also want to receive your views and comments. 

These online sessions are on the 2nd, 8th & 17th September, between 7-8pm and are open for all to join. The details are:

We have 1 hall is approaching major refurbishment works and the other hall we feel could be altered to make it a better space for hirers.

Please can you provide a brief outline of what you mean by a better use of space for hirers? I have heard that there are plans to incorporate flats into the plans? Is this correct and if so why would we need flats attached to a village hall?

HOUND PARISH HALL
On all the six plans submitted where is the storage for the groups?

How is building flats or houses making revenue for the parish? How long will it take you to recoup the cost of building these. Will you time see them as not viable and sell them off.

Plan one/two- who would want to live above a parish hall ? I assume these flats will have sufficient soundproofing. Would you still be able to hire the hall for events ? I think 12 parking spaces would be lost to the flats.

Plan 2- Where would the balconies look out on to?

Plan 3 - Houses facing the pub really. The noise would be unbearable and they would not be able to open their windows at the front. Car parking is significantly reduced.

Plan 4- Parking is an issue. Apartment block overlooking properties no. 104 in particular. Parking alongside the whole of no.100.

Plan 5- As above but reversed. You mentioned on the consultation when Maureen challenged you that you could go through Heath Gardens and make a road to the back of the hall. Really?

Plan 6- Hall brought forward affecting light issues for residents.

I think as a community we need go back to the drawing board.

Yes we need a better hall fit for purpose. We need no more building of houses, there has been enough of that in the surrounding area.

As a council you have done little to sort the car parking issues raised to your attention in previous council meeting . So what would the plan be for the car park and to ensure these spaces are for the hall users?

To begin with it seems very strange that given the very well documented traffic congestion on Hamble Lane our local council is contemplating building more houses in the area when one would hope and presume that our parish council is objecting to all additional building on the peninsula? Is this the case or not because I do not believe you have a mandate to agree to extra dwellings in our immediate area.
Having put the obvious aside...
You alude to being short of money?
If this is the case why have you taken it upon yourselvses to engage architects to propose several plans without properly engaging with your community first?
Can I please be informed of the exact cost of the architects fees for this engagement.
It is erroneous that you have taken this proposal this far without a proper consultation locally first. In fact it is bordering on irresponsible to have spent all this time and money on such a peculiar project off your own back.
To the project -
I object strongly to our precious amenities being compromised by building dwellings on the site of local community amenity. This is the thin end of the wedge. What next I wonder? When you want more money next time - will the Rec be sold? This is a very dangerous journey and precedent which has no value whatsoever to the local community.
Parking -
It is obvious to those living close by that whenever the hall is in use or there is a football match taking place, cars are spilling out down the road to park. This parking issue is manageable right now - just, however if there there was a proposal to increase parking spaces then this should be used for the amenity only as that is what it is and not a housing estate.
Looking to the future, this is what will happen....
The new householders will complain about the noise at events being held in the hall, the council will ban events in the hall and say we now need to close the hall and turn the whole amenity into flats!
It is very strange to me that very recently the Parish Council turned down a perfectly reasonable application to turn an unused shop in the village into a low key bar. Reasons sighted were:
Noise and parking, however, for this proposal the council deem the site to be a great idea - blatant double standards...
It seems you care not about local amenities and consulting with local people and care more for your own requirements and ideas.
I would also like to see the results of the survey carried out on the existing building and the three estimates for repair.

Hound Parish Hall - I object vehemently to all and any of the suggested proposals for the hall. I completely understand that it is in need of refurbishment and updating and that is absolutely fine. What I most definitely do not want to happen is the building of residences, of any type, on the site. We are completely saturated in this area with houses and the vehicles that come with that. Butlocks Heath is still hanging on to what is as close as possible, to a village and has a community to go with it. What we do not need, is more houses and more people! I do not understand why there has been no plans drawn up for a simple refurbishment of the Hall. You have gone to the expense of paying an architect to draw up 6 options, none of which include a refurbishment, all of this at our expense! I am not au fait with who makes the decision on what to spend our money on but I do feel that the Council have taken a liberty going to an architect without first asking the views of it's residents. It is a worry to me that such a conscientious Council, which I know you are, could even contemplate this idea.

As a resident of Woolston Road and only a few doors from the Hall, I know how busy the car park and our street becomes when there are football matches in the Rec, events in the Hall or if The Cottage is busy. To contemplate losing precious spaces to new residents is not an option.

Unfortunately Woolston Road is used, more and more, as a cut through to Hamble and elsewhere it would seem. The speed of the traffic that passes along Woolston Road is extremely dangerous and that is something which the Council should be looking at, not wasting precious time looking at the possibility of building even more houses.

I hope my views are discussed and considered. Unfortunately I am not able to watch the meeting on 8th as I am away but I will definitely be online for the next one. Thank you, Maureen Pallot.
